Jurors found that Meta had violated New Mexico consumer protection laws by misrepresenting product safety features for younger users. When combined with the current ruling, Meta faces a total liability of $942 million in the state enforcement action led by New Mexico Attorney General Raúl Torrez, specifically for teen mental health initiatives.

The ruling also enforces strict operational mandates for Meta, including the enforcement of default private settings for accounts of users under 18, limiting daily engagement time, restricting notification pushes, and enhancing screening systems for child sexual abuse material.

Attorney General Torrez initiated the lawsuit following investigations by state prosecutors, which alleged that algorithmic recommendation systems systematically exposed minor accounts to predatory contact and explicit material. While the court mandated extensive product modifications, Judge Biedscheid chose not to require mandatory identity verification for users under 13, citing federal privacy protections under the Children’s Online Privacy Protection Act.

    Meta’s corporate representatives confirmed after the hearing that the company plans to appeal the decision to higher state courts. In an official statement, Meta emphasized its substantial investments in developing age-appropriate features, parental supervision tools, and automated content moderation. Company executives argued that the ruling mischaracterizes platform architecture and overlooks the internal engineering efforts dedicated to removing harmful content and identifying malicious actors on social networks.

    As Meta prepares to appeal the $567 million for teen mental health initiatives, state officials are reviewing how to allocate the proceeds from the trial.
