ROME, ITALY / RankWire.AI / – Italy has designated €1.55 billion for 59 water infrastructure initiatives across 17 regions as part of its national recovery strategy. The Ministry of Infrastructure and Transport finalized the full distribution in less than four months. The allocated funds support projects involving aqueducts, water supply networks, and related infrastructure aimed at enhancing safety, efficiency, and reliability. This investment amplifies efforts in a sector under persistent strain from water loss, droughts, and aging infrastructure throughout Italy.

Southern Italy is set to receive approximately €830 million, accounting for 53% of the total funds, surpassing the recovery plan’s minimum allocation of 40% for southern regions. Beneficiaries will contribute around €683 million in additional financing alongside the public funds. Together, these resources push the total investment through the program beyond €2.2 billion. The projects encompass upgrades designed to optimize water management and bolster infrastructure supporting local communities and economic activities.
Funding is channeled through SFNIISSI, Italy’s national financing tool dedicated to infrastructure investment and water-sector security. Established in February 2026 under the country’s PNRR recovery framework, the government oversees applications, grant distribution, and monitoring via Invitalia under an agreement signed in April. The fund initially included €1 billion from NextGenerationEU resources. In August, an additional €576 million was allocated for water projects as part of a broader revision of recovery plan expenditures.
Support targets efficiency, safety, and reduction of network losses
This water fund aims to assist companies and public entities managing water resources across Italy. Grants may cover up to 90% of eligible costs for efficiency upgrades and structural safety measures. For projects that utilize digital technology to cut water losses, support can reach 85%. Applications opened on May 6 and concluded on June 8 after officials extended the initial deadline. The focus remains on infrastructure that enhances water use, network performance, and the resilience of vital systems.
The fund was structured to back projects already identified within Italy’s national water infrastructure planning and other eligible priority works. The allocation includes resources for aqueducts, distribution networks, and systems designed to improve water supply security. Distribution was finalized after assessing applications submitted during the spring funding window. The additional beneficiary financing boosts the scale of investment beyond public contributions alone. The combined effort results in a total package exceeding €2.2 billion, representing government resources plus project-level co-financing.
Building upon previous PNRR water initiatives
This latest funding follows earlier PNRR investments targeting essential water infrastructure. By July, Italy had completed 48 water systems under another recovery-plan measure, surpassing the target of 45. Among those, 37 were classified as complex. Authorities also reported 79 individual interventions carried out by 52 implementing bodies. Nearly €1 billion from PNRR resources financed 124 projects encompassing reservoirs and water supply systems for drinking, irrigation, and mixed uses across the country.
Of the 48 systems finalized by July, 25 primarily serve irrigation, 20 support drinking-water supply, and three are multi-purpose. Italy has allocated and financed more than €6 billion in water-sector projects through its broader infrastructure framework. The new €1.55 billion allocation adds another 59 projects to this ongoing national effort. With all resources now assigned under the expanded fund, the program has shifted from application and award phases to the implementation of approved water infrastructure projects.
